Ireland's planning system was established on October 1, 1964, with the enactment of the Local Government (Planning and Development) Act, 1963.
The extensive body of planning legislation developed since then reflects the need to adapt the statutory development control system to meet the demands of economic growth, increased public concern over environmental issues, a desire for an independent planning appeals system, and the growing influence of our European Union membership.
One notable feature of Ireland’s planning system is its independent third-party planning appeals system, managed by An Bord Pleanála (the Planning Appeals Board).
The Department publishes a series of leaflets covering all aspects of the planning system, available free of charge from the Department or planning authorities. These leaflets provide comprehensive information on topics such as making a planning application, lodging an appeal, change of use requirements, building extensions, and other essential planning matters.
